Richard P Rowland of Alton, IL was killed on Tuesday, September 28, 2021 at 10:15PM in St. Charles County, Missouri. Rowland is a 36-year-old man.

Injuries
Rowland's injuries were fatal. Rowland was taken by Lonning Mortuary Service to St Louis County Morgue.
Vehicle Damage
The police said the damage to the 1995 Chevrolet S-10 driven by Rowland was total. It was removed by Taken To/By A And A Towing.
How To Get the Highway Patrol Report
Tpr J V Bondurant Assisted By Sgt P W Meyers of the Missouri State Highway Patrol wrote up the report. The highway patrol assigned report number 210511416 to this crash. The highway patrol charges $6.90 for each certified report (certification required for court). The highway patrol is currently backlogged and they state on their website that you will have to wait 10 days and may have to wait an "extended period of time" beyond that for the report. Further, unless you qualify under the Federal Driver's Privacy Protection Act, the report you get will have important and necessary information such as photographs, social security numbers, driver license numbers, names, addresses and telephone numbers redacted (blacked out).
